They delay the five daily prayers until the end of the time and do not call the adhan except late

Machine translationRead the Arabic original
The first question of Fatwa number ( 18743 )
Q1: The Muslims in Pakistan delay the five daily prayers until the end of the time , and they also do not call the adhan except late. Is it permissible for me to pray in the first part of the time and before the adhan; because praying in the first part of the time is better, as the prayers are performed in the Kingdom of Saudi Arabia ?
A1: Encourage them to pray in the first part of the time so that they may attain the virtue and follow the Sunnah. If they continue to delay, then pray with them, and do not pray alone; because congregation is obligatory as long as it can be obtained, unless
the time for the prayer ends. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
