Question:
The fourth question asks: What is the ruling on one who delays the obligatory prayer until its time has passed? And he also persists in this action?
We ask for the answer, may Allah guide you.

Answer:
This is a great evil and forbidden for him; it is not permissible for him to do so. Rather, it is obligatory that he prays the prayer in its time; this is what is obligatory, as Allah the Exalted said:
Indeed, prayer has been decreed upon the believers a decree of specified times.إِنَّ الصَّلاةَ كَانَتْ عَلَى الْمُؤْمِنِينَ كِتَابًا مَوْقُوتًا
[Surat al-Nisa: 103]. It is timed for the believers, meaning it is obligatory in its times.
So it is obligatory for the believer to pray it in its time, and he has no right to delay it until after the time, neither the man nor the woman. It is obligatory for both of them to perform the prayer in its time: the midday prayer in its time, the afternoon prayer in its time, the sunset prayer in its time, the night prayer in its time, and the dawn prayer in its time. No one has the right to delay the dawn prayer until after the sun rises, and no one has the right to delay the sunset prayer until the twilight disappears, and likewise he has no right to delay the midday prayer until the time of the afternoon prayer, nor to delay the afternoon prayer until the sun turns yellow. All of this is not permissible. And whoever does that must repent to Allah and return to Him (Glorified and Exalted is He).
And some of the scholars of knowledge said: He commits disbelief by doing so. Some of the scholars of knowledge held the view that he commits disbelief by doing so; because he took it out of its legal time.
So the conclusion is: This is a great evil, and one must beware of it. And the believing man and woman must strive to perform the prayer in its time with all care. This is what is obligatory. Yes.
