Q 2: In the book ( The Gift of the Bride or The Happy Islamic Marriage ), by the author Mahmud Mahdi al-Istanbuli on page 389, and in the margin on line 12, it is written: ( And in connection with the discussion on touching the Qur'an, it is not forbidden for one in a state of major ritual impurity or a menstruating woman to touch it, although it is better to touch it in a state of ritual purity. And His saying, the Exalted:
(77) Indeed, it is a noble Qur'an (78) In a Register well-protected; (79) None touch it except the purified.إِنَّهُ لَقُرْآنٌ كَرِيمٌ (77) فِي كِتَابٍ مَكْنُونٍ (78) لاَ يَمَسُّهُ إِلا الْمُطَهَّرُونَ
[Al-Waqi'ah 56:77-79]
, the pronoun refers to the Tablet, not to the Noble Qur'an, and the purified ones are the angels. And the hadith:
no-one should touch the Qur'an unless he was pureلا يمس القرآن إلا طاهر
Muwatta Malik 15:1
means the believer. And in the authentic hadith:
The believer does not become ritually impure...المؤمن لا ينجس..

A : What is mentioned in the aforementioned book regarding the permissibility of touching the Mushaf for one in a state of ritual impurity is incorrect; because it contradicts the saying of the Prophet (peace and blessings be upon him) in the letter to 'Amr ibn Hazm :
no-one should touch the Qur'an unless he was pureلا يمس القرآن إلا طاهر
Muwatta Malik 15:1
, and the Imams agreed on this, as narrated by Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
