It is not permissible for a person to touch the mushaf except with wudu', but he may read from the mushaf by placing a barrier between his hands and the mushaf, and he may read as long as he is not in a state of janabah. Indeed, it is forbidden for one in a state of janabah to recite the Qur'an, whether he is in a state of wudu' or not.

The Shaykh: And where is the dire necessity? There is no dire necessity.

The questioner: What is the evidence?The Shaykh: The evidence is the saying of the Prophet (peace and blessings be upon him): "No one touches the Qur'an except one who is pure", meaning: pure from hadath;Because Allah the Exalted said in Surat al-Ma'idah:
Allah does not intend to make difficulty for you, but He intends to purify youمَا يُرِيدُ اللَّهُ لِيَجْعَلَ عَلَيْكُمْ مِنْ حَرَجٍ وَلَكِنْ يُرِيدُ لِيُطَهِّرَكُمْ
[Al-Ma'idah: 6] And the statement that "the pure one" is the Muslim is weak; because we have not found in the Book of Allah the Exalted nor in the Sunnah of His Messenger (peace and blessings be upon him) the description of the Muslim as "the pure one." However, it is correct to state that the Muslim does not become ritually impure, but "the pure one" is the one who has performed purification, as Allah the Exalted said:
And do not approach them until they are pure. And when they have purified themselves, then come to them from where Allah has ordained for you.وَلا تَقْرَبُوهُنَّ حَتَّى يَطْهُرْنَ فَإِذَا تَطَهَّرْنَ فَأْتُوهُنَّ مِنْ حَيْثُ أَمَرَكُمُ اللَّهُ
[Al-Baqarah: 222] Thus, interpreting the hadith according to the established usage in the language of the Qur'an and Sunnah is more appropriate than interpreting it in a distant sense. Furthermore, it is better by consensus,Even those who say: It is permissible to touch it without a barrier. They agree with the others that it is better not to touch it except in a state of purity.
