A 3 : When a person recites the Qur'an and is not in prayer, and there is no one near him who would be bothered by his raising his voice, he should consider what is best for the reciter, whether reciting aloud or quietly, in terms of gathering his heart for the recitation and reflecting on the meanings of the Noble Qur'an he is reciting. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
