What is attributed to 'Uthman (may Allah be pleased with him) regarding completing the recitation of the Qur'an in one rak'ah

Machine translationRead the Arabic original
The first question of Fatwa number ( 18611 )
Q1: I have read in your book (Mukhtasar Minhaj al-Qasidin) that the Commander of the Faithful, 'Uthman ibn 'Affan , used to perform the witr prayer with the entire Qur'an in a single rak'ah, and that Imam al-Shafi'i used to complete the recitation of the Qur'an twice in one day. I have also read that the Messenger of Allah (peace and blessings be upon him) did not permit 'Abdullah ibn 'Amr ibn al-'As to complete the recitation in less than three days. What is the authenticity of these reports?
A1 : It is established from the Prophet (peace and blessings be upon him) that he prohibited completing the recitation of the Qur'an in less than seven nights, or five, or three. It is well known that some of the Salaf used to complete the recitation in less than that, so the scholars differed in their interpretation of this prohibition. Al-Nawawi (may Allah have mercy on him) said: "The preferred view is that this varies according to the individuals. For one who is a person of understanding and deep thought, it is recommended that he limit himself to the amount that does not compromise the purpose of reflection and extracting meanings. Likewise, for one who is occupied with knowledge or other important matters of the religion and the general interests of the Muslims, it is recommended that he limit himself to the amount that does not interfere with what he is engaged in. For one who is not in such a situation, it is better for him to recite as much as he can without falling into boredom, and not to recite it in a hasty, careless manner." End of quote. Some scholars interpreted the prohibition as applying to the habit of continuously completing the recitation in less than that. Al-Hafith Ibn Rajab (may Allah have mercy on him) said: "The prohibition of reading the Qur'an in less than three days is only regarding the habit of doing so continuously. As for the preferred times, such as the month of Ramadan, especially the nights in which the Night of Decree is sought, or in the preferred places, such as Makkah for those who enter it who are not from its residents, it is recommended to increase in the recitation of the Qur'an in them, in order to take advantage of the time and place. This is the view of Ahmad and Ishaq and others of the Imams, and the practice of others indicates this." End of quote.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
