Question:
The one who is unable to complete the recitation feels some pain. What is your opinion?

Answer:
There is no blame on him for that, and the matter is broad in this regard, and praise be to Allah. If he completes the recitation, that is better, so that the congregation hears the entire Qur'an, and so that everyone attains the great reward in this noble month. And if something prevents that, and it is not feasible for the imam to complete the recitation of the Qur'an, then there is no blame on him for that.
It is prescribed for the imam to consider the ma'mum (those praying behind him), not to burden them, and to be gentle with them. If prolonging the prayer burdens them, he should leave it off, considering the need to encourage them in prayer and not to abandon it. If he prays eleven rak'ahs with them, that is better, or thirteen rak'ahs with proper recitation and tranquility in the bowing and prostration; that is better than a lot of recitation and rak'ahs. And whoever prays twenty or more, there is nothing wrong with it, but restricting it to eleven or thirteen rak'ahs is better; because it is not established from him (peace and blessings be upon him) that he increased beyond that, as A'ishah (may Allah be pleased with her) said: "The Messenger of Allah (peace and blessings be upon him) did not increase in Ramadan or in any other month beyond eleven rak'ahs." The hadith is agreed upon by al-Bukhari and Muslim.
It is established from her (may Allah be pleased with her) and from Ibn 'Abbas (may Allah be pleased with them both) that he (peace and blessings be upon him) prayed thirteen rak'ahs in some of the nights. And the Companions (may Allah be pleased with them) in the time of 'Umar (may Allah be pleased with him) prayed twenty-three rak'ahs, and they prayed eleven rak'ahs in some of the nights. And that indicates broadness and that there is no blame.
