Q: Is it permissible to recite the Qur'an while others are not listening to it , and some Muslims say: Do not recite it aloud, since we are not listening to you, and you are sinful for doing so. Is what they mentioned correct, what should I do in this matter, and am I sinful?
A : The Noble Qur'an is the best of dhikr and the best of speech; because it is the speech of the Lord, (Exalted and Majestic is He). And Allah, (Glorified and Exalted is He), has commanded its recitation, listening to it, reflecting upon it, and acting upon it. However, if those present are not listening during the recitation for any reason, it is not permissible for the reciter to raise his voice in recitation; because his loudness does not achieve a Shari'ah objective for the present people who are occupied with other things. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
