The first question of Fatwa No. ( 18218 )
Q1: He says al-Qahatani (may Allah have mercy on him) in his poem:
Question: What is the abrogated recitation?
A1: Washing the feet in ablution is established by the Book and the Sunnah originally
without any abrogation. Allah the Exalted said in the verse of al-Ma'idah:[Al-Ma'idah 5:6] the verse. We do not know of any abrogating or abrogated text regarding the obligation of washing the feet. If the author of the poem is referring to the genitive recitation in the saying of Allah the Exalted: , assuming it is abrogated, that is incorrect. The genitive and accusative recitations are both mass-transmitted and clear, and neither abrogates the other. There is no issue with the accusative recitation. As for the genitive, the most correct opinion regarding its interpretation is that the genitive case occurred due to its proximity to a word in the genitive case, which is the saying of Allah the Exalted: , even though it is originally in the accusative case, as evidenced by the accusative recitation. The Arabs put a word in the genitive case due to its proximity to a word in the genitive case, even if its grammatical case is accusative or nominative. The scholars of language have explicitly stated that this is a style that follows the rules of language and is established in the speech and poetry of the Arabs. We refer you to the books of language for this, as they contain an elaboration and confirmation of what we have mentioned here, out of fear of lengthening the answer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles
وَأَرْجُلَكُمْwith your heads
بِرُءُوسِكُمْ
