Wiping over the head while it is covered

Machine translationRead the Arabic original
The third question of Fatwa No. ( 19405 )
Q 3: During wudu', specifically in the process of wiping the head. Do I wipe over the head covering (the shaylah), or is it obligatory for me to remove it and wipe the head directly , i.e., over the hair? May Allah reward you a thousand times.
A 3: It is obligatory to wipe the hair of the head and the ears directly during wudu' with fresh water, not the leftover water from the hands. One wets his hands with water and then wipes all the hair of his head and his ears with them; based on the saying of Allah the Exalted when mentioning the obligations of wudu':
And wipe your headsوَامْسَحُوا بِرُءُوسِكُمْ
, and the ears are part of the head. The preposition "bi" (with) in His saying:
over your headsبِرُءُوسِكُمْ
indicates direct contact, so wiping is not valid if there is a barrier on the head, such as a covering like a shaylah or the like.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
