The first question of fatwa number ( 5176 )
Q 1: Ibn al-Qayyim (may Allah have mercy on him) stated that not a single hadith has been reported from him—meaning the Prophet (peace and blessings be upon him)—indicating that he ever limited himself to wiping over only a part of his head. It has been reported that the Prophet (peace and blessings be upon him) wiped over the forelock and over a part of the turban, and it has been reported that he (peace and blessings be upon him) used to wipe over his head, moving his hands backward and forward. The question is: Is it permissible for a woman to intentionally cover her head during wudu' in order to do as the Prophet (peace and blessings be upon him) did, wiping over her forelock and a part of this covering, considering it like a turban? Or is this action a religious innovation because she is intentionally wiping over this covering? And if it is not permissible, how does a woman wipe over her long hair, moving backward and forward? Does she wipe over all of it or only a part of it? I mentioned at the beginning of the question the statement of Ibn al-Qayyim (may Allah have mercy on him),

A 1: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: It is established in authentic hadiths from the Prophet (peace and blessings be upon him) that he used to wipe over his entire head during wudu', moving his hands backward and forward. This is the original practice, and it is an explanation by action of the saying of Allah the Exalted:
And wipe your headsوَامْسَحُوا بِرُءُوسِكُمْ
. It is also established that he wiped over his turban during wudu', as narrated by Ahmad and al-Bukhari from 'Amr ibn Umayyah al-Damri who said:
I saw the Messenger of Allah (ﷺ) wiping over his leather slippersرأيت رسول الله صلى الله عليه وسلم يمسح على عمامته وخفيه
Musnad Ahmad 216[Sahih lighairihi (Darussalam)
, and as narrated by Ahmad and Muslim and al-Nasa'i and al-Tirmidhi, from Bilal (may Allah be pleased with him) who said:
God’s messenger wiped over the shoesمسح رسول الله صلى الله عليه وسلم على الخفين والخمار

, and it is established from him that
passed wet hands on his forelock, over the turban and over the two leather socksمسح بناصيته وعلى العمامة والخفين
Bulugh al-Maram 46
, as narrated by Muslim from al-Mughirah ibn Shu'bah (may Allah be pleased with him). It is permissible to wipe over these three methods if one wears the turban
and the leather socks while in a state of ritual purity, for one day and night for the resident, and for three days and nights for the traveler, as the Sunnah has been authentically established from the Prophet (peace and blessings be upon him) regarding this. It has not been established from him (peace and blessings be upon him) that he would uncover his head and then put on a turban at the time of wudu' to seek a dispensation for himself to wipe over it, so that his Companions (may Allah be pleased with them) would know that and he would legislate it for his Ummah. Therefore, one who has an uncovered head has no right to seek a dispensation by covering the head during wudu' in order to wipe over a turban or a head covering. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
