Fatwa number ( 15731 )
Q: There is a mosque located about a twenty-minute walk from my place.
I call the adhan and lead the congregation in prayer, as there is no one in the group who can read the Qur'an well. However, on some occasions, I feel something coming out of my private part, and after the prayer, I find nothing except for one time when I found traces of two drops of blood. Also, there is no water in the mosque, so I have to perform wudu' from my home. Should I lead the people in prayer in this state? And is it permissible for me to pray 'Isha' with the wudu' of Maghrib if I am certain that nothing has come out?

A: When you relieve yourself, you must perform istinja' and clean the passage after the urine has completely stopped, and then perform wudu'. If you perform wudu' and then doubt whether something has come out of you or not, the original state is the continuation of purity, and doubt has no effect; because the Prophet (peace and blessings be upon him) said:
He should not return (from prayer) unless he hears a sound or perceives a smell (of passing wind).لا ينصرف حتى يسمع صوتًا أو يجد ريحًا
Sahih Muslim 361
, and this is a rule: that certainty is not removed by doubt. It is permissible for you to pray 'Isha' with the wudu' of Maghrib, and if you renew the wudu', that is better. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
