Q: There are tribes that perform the circumcision of the boy twice in his lifetime. The first is on the seventh day of his life, and this is the Sunnah. The second is when he passes the age of ten, that is: after prayer becomes obligatory for him. When he is circumcised the second time, they hold feasts and invite people to them, and a group of people attends and rejoices over this circumcision. The attendees give some money to the boy or his father, and they call it: (Makass). Also, among
these tribes, one who does not undergo the second circumcision is not considered eligible for their daughters, and he is mocked and criticized if he does not get circumcised, meaning: for the second time. Therefore, we ask for clarification of the ruling of the Shari'ah on all these actions.

A: The prescribed circumcision is the circumcision that involves cutting the skin above the glans, and it is done on the seventh day or after it. As for the second circumcision mentioned in the question, it is an addition to what is prescribed, and it has no basis in the Shari'ah, so it is forbidden. Likewise, the feasts held with it are not permissible to do, nor is giving money in them; because it is consuming wealth by falsehood.
