Praise be to Allah alone, and may prayers and peace be upon the one after whom there is no prophet. And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Director of the General Administration for Awareness and Guidance at the General Presidency for the Prohibition of Evil and the Commanding of Good, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (3473) and date 9/5/1422 AH. His Excellency asked a question, the text of which is as follows: We refer to your Excellency the letter of His Excellency the Director General of the General Presidency branch in the Madinah al-Munawwarah region, number (382 28/S) and date 28/2/1422 AH, and its attachments, regarding a plastic figure in the shape of a dog after being inflated with air. We hope you will kindly present it to His Eminence the Grand Mufti to guide us regarding it, and whether it falls within the images that are prohibited, while informing us of the criterion for what falls under the prohibition or not from this three-dimensional image, as the fatwa among people regarding it has varied.
After the Committee studied the inquiry, it answered that several fatwas have previously been issued by the Committee clarifying that the original ruling in the Islamic Shari'ah is the prohibition of image-making
of living beings, including animals, humans, and others. This is because A'ishah (may Allah be pleased with her) narrated that the Messenger of Allah (peace and blessings be upon him) said:
The makers of these images will be punished on the Day of Resurrection, and it will be said to them: 'Bring to life that which you have created.'إن أصحاب هذه الصور يعذبون يوم القيامة ويقال لهم : أحيوا ما خلقتم

. It was narrated by al-Bukhari , and Muslim . And from al-Nadr ibn Anas , he said: I was sitting with Ibn Abbas (may Allah be pleased with him) when a man from the people of Iraq came to him and said: I make these images, what do you say about them? He said: Come closer. I heard Muhammad (peace and blessings be upon him) say:
He who painted pictures in the world would be compelled to breathe soul in them on the Day of Resurrection, but he would not be able to breathe soul (in them).من صور صورة في الدنيا كلف أن ينفخ فيها الروح يوم القيامة وليس بنافخ
Sahih Muslim 2110b
. It was narrated by al-Bukhari , and Muslim . And since the image about which the question was asked becomes a three-dimensional image when inflated with air, and it is an image of an animal with a soul, it is among what is covered by the prohibition mentioned in these hadiths.
