Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet,
After greetings: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Director General of the General Administration for Awareness and Guidance under the General Presidency for the Prohibition of Evil, in his letter No. (2801/9) dated 1/6/1421 AH, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (3291) dated 18/6/1421 AH. His Excellency asked a question, the text of which is as follows: Regarding what was submitted by the head of the Jeddah authority concerning aesthetic sculptures in the shape of some verses of the Noble Qur'an in some squares of the city of Jeddah , which are exposed to many forms of disrespect, and which place the verses of the Noble Qur'an in a context other than that for which they were revealed. He pointed out that the Permanent Committee had previously issued Fatwa No. 2078 on a similar subject. Therefore, we hope you will kindly present the matter to His Eminence the Grand Mufti to know the Shari'ah ruling in it, so that the necessary action can be taken accordingly.
A: It is not permissible to make verses of the Noble Qur'an in the form of sculptures, whether these sculptures are placed in homes, offices, or public squares, for several reasons: First: This was not the practice of the Prophet (peace and blessings be upon him) nor the practice of his Companions (may Allah be pleased with
them. It is established from the Prophet (peace and blessings be upon him) that he said:Sahih Muslim 1718b . Second: The aforementioned action exposes the verses of the Noble Qur'an to disrespect, and treats them as mockery and play, and that is the striving of those whose deeds are the most worthless. Third: The aforementioned action employs the Noble Qur'an in a context other than that for which it was revealed, which is to recite it, act upon it, and guide people to it. Therefore, it is obligatory to remove the aforementioned sculptures, out of reverence for the Noble Qur'an, and to avoid falling into what the pure Shari'ah has prohibited. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
