Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. Having reviewed the matter sent to His Eminence the Grand Mufti by the questioner, the Director General of the General Administration for Awareness and Guidance at the General Presidency for the Affairs of Enjoining Good and Forbidding Evil, and referred to the Committee by the General Secretariat of the Council of Senior Scholars,
with reference number (1955) and dated 5/3/1425 AH. The questioner asked the following: We inform Your Eminence that there is at the branch of the Presidency in the Makkah region a sample of a glass artifact containing a model of the Prophet’s seal (sample attached). Since it belongs to the Hisham Yahya 'Umar al-Ghaylani Foundation, they seek approval to circulate this type to be offered as gifts only, not for sale. We hope Your Eminence will guide us with the legal ruling regarding this.

After studying the inquiry, the Committee responded that it is not permissible to allow the circulation of what is called the image of the Seal of the Prophet (peace and blessings be upon him); because this is a means to seeking blessing from it, and this is something that undermines the creed, and because this is something the righteous predecessors did not do, and they are the best example for us.
