Q 2: My father borrowed from the Agricultural Bank and paid off some of the installments, but a portion of the loan remained outstanding. Part of it became due during a period when he did not pay it off due to financial circumstances. We know that our government, may Allah honor it, did not demand repayment from him during that period. Is this considered a debt on my father that must be paid off?
