Answer:
The festival prayer and the Friday prayer are among the great rituals of the Muslims. The Friday prayer is the weekly festival, and the festival prayer is the festival of al-Adha and al-Fitr, which is an annual festival. Both of them are obligatory: the Friday prayer is an individual obligation, and the festival prayer is a collective obligation according to the majority, and an individual obligation according to some scholars, like the Friday prayer.
The scholars differed regarding the number required for them, and the most correct opinion stated is that the minimum number is three or more. As for the one who required forty, he has no clear evidence to rely upon.
One of its conditions is residency; it must be in the town. As for the people of the desert, the Bedouins, and travelers, they have no Friday prayer or festival prayer. For this reason, when the Prophet (peace and blessings be upon him) performed the Farewell Pilgrimage, it coincided with a Friday, and he did not pray the Friday prayer, and he did not pray the festival prayer on the Day of Sacrifice. This indicates that travelers have no festival prayer or Friday prayer.
Likewise, the residents of the desert have no festival prayer or Friday prayer. If the festival coincides with a Friday, it is permissible for the one who attends the festival not to pray the Friday prayer, and to pray it as the midday prayer. This is based on what is established from the Prophet (peace and blessings be upon him) regarding this matter. It is established from him (peace and blessings be upon him) that he granted a dispensation regarding the Friday prayer for the one who attends the festival, and he said:
Two festivals have coincided in your day today, so whoever witnesses the festival has no Friday prayer upon himاجتمع في يومكم هذا عيدان، فمن شهد العيد فلا جمعة عليه
.
