Answer:
Yes, if the festival prayer coincides with Friday, and he prays the festival prayer with the people, the Friday prayer is not obligatory upon him, as the Prophet (peace and blessings be upon him) explicitly stated. However, he must pray the midday prayer. He has to pray the midday prayer; if it is facilitated for him to pray in congregation, he prays it in congregation, otherwise he prays it alone. And if he prays the Friday prayer with the people, that is better.
So if the day of the festival coincides with Friday, and he is among those who attended the festival prayer with the people, the Friday prayer is dropped from him, and he prays it as the midday prayer. And if he prays the Friday prayer with the people, the imams are required to establish the Friday prayer for those who are present. It is required of the people of the mosques to establish the Friday prayer for those who attend. And whoever does not pray with them prays the midday prayer. Yes.
