Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency, the Director of Education in the Makkah al-Mukarramah Region and the Commander of the General Service Camps, under number (52 / S) and dated 3 / 12 / 1414 AH. His Excellency asked a question, the text of which is as follows: We are sending this question to Your Eminence so that you may issue a ruling on it, may Allah reward you. It is that the Saudi Arabian Scout Association holds student scout camps from 1 / 12 to 13 / 12 of every year in both Mina and 'Arafah during the days of Hajj. The participants in these camps have programs and activities in the sacred sites to serve the pilgrims and the like, in addition to the difficulty of transporting all of them to the mosques where the Friday prayer and other prayers are held, and other matters that prevent them from doing so. Our question
to Your Eminence is: Is it valid for the participating students and the like to perform the Friday prayer inside their camps in Mina and 'Arafah ? It is known that most of them are from outside Makkah al-Mukarramah , and from various cities of the Kingdom.

After studying the inquiry, the Committee responded that they are not required to perform the Friday prayer, and it is not valid for them to perform it individually; because they are not residents in the location. They must perform the Zuhr prayer in full, not shortened, if they are not engaged in the rites of Hajj. They are not permitted to combine prayers, unless there is a mosque near them where the Friday prayer is held and they are able to perform the Friday prayer there, in which case it is obligatory for them to do so, following the other residents, due to the generality of the evidence. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
