Q 1: We are in a college where our number exceeds six hundred people, and we have a program that extends from after the Fajr prayer until after the 'Isha' prayer. It is a unified program in one location, and we delay or advance the prayer immediately after the adhan according to a pre-prepared schedule. For example, we delay the Zuhr prayer until one o'clock, and everyone prays at this time in one mosque where the adhan is called at the time of the adhan, but the iqamah is also delayed. So we ask about the permissibility of delaying the Fajr prayer until before the sun rises , and what is the ruling if a person remains asleep after
the adhan until the iqamah of the prayer is near, before the sun rises. We ask you to inform us about the times of prayer, and the ruling on advancing or delaying within them, and whether it is considered negligence or laxity in doing these things if they are permissible.
A 1: It is best for the obligatory prayers to be performed at the beginning of their time; for what was narrated by al-Bukhari and Muslim, and whoever delays the prayer and performs it at the end of its chosen time, there is no blame on him; for it is established in the authentic hadiths that Jibril came to the Prophet (peace and blessings be upon him) to teach him the times of prayer, so he prayed with him the five obligatory prayers at the beginning of their time on the first day, then he came to him on the second day and prayed with him the obligatory prayers at the end of their time, then he said to him: Sunan an-Nasa'i 513. But the recommended practice is to hasten the prayer to the beginning of its time due to the aforementioned hadith, except in intense heat; for the Zuhr prayer is delayed until the intensity of the heat breaks, on the condition that it is performed before the time of 'Asr enters, and likewise the 'Isha' prayer, it is recommended to delay it somewhat so that the congregation gathers; for it is established from the Prophet (peace and blessings be upon him) that when he saw them gathering for the 'Isha' prayer, he hastened it, and when he saw them slow, he delayed it. Agreed upon by al-Bukhari and Muslim.

Narrated by 'Abdullah ibn Mas'ud (may Allah be pleased with him) who said: I asked the Prophet (peace and blessings be upon him): Which deed is most beloved to Allah? He said: Prayer at its time.
عن عبد الله بن مسعود رضي الله عنه قال: سألت النبي صلى الله عليه وسلم: أي العمل أحب إلى الله؟ قال: الصلاة على وقتهاThe time between these two is the time for prayer
