Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the General President from His Excellency the Deputy Minister for Mosque Affairs, in his letter No. (6807\7\ ض) dated 22\5\1411 AH, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, under No. (2399) dated 25\5\1411 AH. His Excellency requested permission to cut out a portion of the mosque's land located in al-Nasim district at the fifth kilometer. The request was referred to His Excellency the Assistant Director General of Da'wah in the Interior and the Countries of the Arabian Peninsula , in letter No. (1826\2) dated 6\6\1411 AH, for information regarding the situation after visiting the aforementioned mosque. The response came in his letter No. (902\9\ م) dated 3\9\1411 AH, accompanied by a report from the Committee for Reviewing Mosques in the City of Riyadh , consisting of: Sulayman ibn Mansur Aba Husayn , and Muhammad ibn 'Abd al-'Aziz al-Dahishi . Their report stated: Praise be to Allah, and peace and blessings be upon the one after whom there is no prophet. And after:
With reference to the attached transaction, concerning the request for permission to build an annex in one of the mosques located in al-Nasim district , at the fifth kilometer, to serve as a place for memorizing the Qur'an, and based on the letter from His Excellency the Director of the Department of Scientific Research and Ifta, the site was visited, and the following was established: First: The aforementioned mosque is not a congregational mosque (jami'), and it does not have housing for the imam and the mu'adhdhin. Second: There are setbacks (artidat) for the mosque on three sides: the north, the west, and the south. Third: The setbacks on the north and west sides can be utilized in the future to expand the mosque or to build housing for the imam and the mu'adhdhin. Fourth: The appropriate location for the aforementioned annex is in the southern setback next to the restroom, for the following reasons: A- The location is close to the electricity meter. B- The location is close to the restroom. May Allah grant success, and may Allah send blessings and peace upon our Prophet Muhammad and upon his family and companions.
