Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. Then: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Deputy Minister of Hajj and Endowments for Mosque Affairs, with reference number (10157\7\ص) and date 9\8\1413 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with reference number (4239) and date 16\8\1413 AH. His Excellency requested a review of the request of the imam of the mosque of ( 'Uthman ibn 'Affan ) in al-Shifa in Riyadh , to build housing for the imam and the mu'adhdhin on a portion of the mosque land remaining after the construction of the mosque . Attached to his letter is a sketch of the mosque and the remaining land. The request was referred to the Mosques Committee of the Department of Scientific Research and Ifta to inspect the land and provide feedback. The Committee went out and provided the following report: (We went out on Thursday
corresponding to 10\11\1414 AH, to the mosque of 'Uthman ibn 'Affan in al-Shifa and we observed the following: 1- The aforementioned mosque is not a congregational mosque (jami') and is sufficient for the worshippers at the present time. 2- The square of the mosque land is not aligned with the cardinal directions, so the construction of the mosque was shifted to align with the qiblah direction. Consequently, a large triangle of land remains on the southern side, from which the mosque cannot be expanded without ruining another corner. This area is suitable for building a house for the imam and the mu'adhdhin, as there is currently no house for them. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and upon his family and his Companions.
