Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed the letter sent to His Eminence the Grand Mufti from His Excellency the General Manager of the branch of the Ministry of Islamic Affairs in the Riyadh region, Abdullah ibn Muflih al-Hamid, with number (6883 \ 19 \ 6 \ D) and date 15 \ 5 \ 1418 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (3177) and date 30 \ 5 \ 1418 AH. The letter included a request from His Excellency to review the petition submitted by the imam of Ibn Sand Mosque in Hilat al-'Uwaidah on al-Rays Street in the city of Riyadh, in which he requests the conversion of the endowment land donated by one of the benefactors for the mosque expansion into a restroom for the mosque, and the expansion and improvement of the mosque's northern entrance. The Permanent Committee has studied the transaction and reviewed the attached report prepared by the committee formed for this purpose, which included: the Mosque Supervisor for the Riyadh region, Abdullah ibn 'Iyarah al-'Usaymi, and the researcher at the Endowments Department, Khalid ibn Ali al-Shalil,
and the engineer at the Projects Department, Eng. Muhammad Abu Dab'ab. The report stated the following: Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet: Based on the letter from His Excellency the General Manager of the branch, number (4417) and date 25 \ 3 \ 1418 AH, which ordered the formation of a committee consisting of an engineer from the Projects Department, the mosque supervisor for al-Rays Street, and a researcher from the Endowments Department to study the request submitted to convert the donated land for the expansion of Ibn Sand Mosque on al-Rays Street into a restroom. Accordingly, the committee inspected the mosque and the aforementioned land and found the following: 1 - The mosque is in urgent need of expansion or the construction of large, new restrooms. 2 - Most of the mosque's congregation consists of residents of various nationalities, which confirms the mosque's need for a large restroom. 3 - The mosque's area is medium-sized, measuring approximately 260 m². 4 - It is necessary to designate an entrance for the mosque with a width of no less than two meters to the east of the donated plot; so that the mosque's entrance is spacious,
especially since the southern entrance is narrow and located at the depth of the mosque. 5 - There is currently a restroom that does not meet the requirements, measuring (3.20 × 3 m) in length, with 3 small toilets and 4 wudu' sinks. 6 - The committee recommends improving the mosque's northern entrance from its eastern side by building a wall; because the east side of the northern entrance is a mud house that is winding and extremely poor. Therefore, the committee recommends converting the donated land for the mosque expansion into a restroom; because the mosque is in need of a restroom without the need for mosque expansion. This is what the committee sees and recommends, and it includes the proposed drawing from the committee.

After the Committee's study of the inquiry, it answered that if the situation is as described, there is no objection to utilizing the endowment land to expand the mosque's northern entrance from the east, given the narrowness and winding nature of the current entrance, and making the rest of the land a restroom for the mosque that fulfills the purpose; due to the public benefit therein, and the impossibility of utilizing this land for the expansion of the roofed mosque; as mentioned in the report above, and as stated by the researcher
at this Presidency, Abdulaziz ibn 'Atiq al-Muwash, after he prayed one of the obligatory prayers in the aforementioned mosque and inspected the location of the endowment land. He stated that the mosque is not in need of expansion, as more than half of the roofed area remains unused for prayer, in addition to the fact that the mosque has a shaded open area whose size is approximately equal to the roofed area. Therefore, the benefit of using this land for mosque expansion is limited. He also stated that incorporating this land into the roofed mosque would result in the misalignment of the rows in length and shortness, as this endowment land donated for the mosque is adjacent to the roofed mosque in a part that is approximately half of its northern side, on the eastern side, and is not adjacent to the entire roofed area. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
