Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. Then: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Minister of Islamic Affairs, Endowments, and Guidance, President of the Supreme Endowments Council, in his letter No. (5\4\1126) dated 14\4\1421 AH, which was forwarded to the Committee by the General Secretariat of the Council of Senior Scholars with No. (2459) on 23\4\1421 AH. His Excellency asked a question, the text of which is as follows: I inform Your Eminence that we receive from the ministry’s branches, from time to time, offers and proposals concerning the utilization of parts of the Eid prayer grounds
for a number of reasons. I wish to present them to Your Eminence, including: 1. Some Eid prayer grounds are located in the midst of densely populated residential plans, and Eid prayers are no longer held there as a result of the designation of new, spacious alternative prayer grounds on the outskirts of the residential areas. 2. Some Eid prayer grounds are characterized by an area allocated to them that is much larger than the need of the worshippers and their number, and they remain unused throughout the year. 3. The ministry’s desire to establish a fixed income from which expenditures can be made for those prayer grounds through the utilization of their unused parts. Given the similarity of the circumstances and reality of the Eid prayer grounds in the Kingdom, and their need, along with the neighboring mosques, for fixed sources of income for their maintenance and care, I hope Your Eminence will graciously study this matter and inform us of your opinion on the following questions: 1. Utilizing what exceeds the need of the worshippers, not exceeding 10% of the lands of the Eid prayer grounds, in a way that brings benefit and public interest to them, secures their requirements, and maintains the other mosques. 2. The permissibility of designating a part of those prayer grounds for the establishment of a mosque and its facilities.
