Question:
From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother A. G. A. (may Allah keep him safe). Peace be upon you, and Allah's mercy and blessings. After that:
I refer to your inquiry, registered with the Department of Scholarly Research and Ifta under number 2984 and dated 29/7/1407 AH, in which you ask about the ruling on praying before the prayer of the two festivals?

Answer:
I inform you that if the prayer of the two festivals is performed in a mosque, then it is prescribed for the one who comes to it to pray the greeting of the mosque, even in a time of prohibition, according to the most correct of the scholars' opinions; because it is one of the prayers with a cause, due to the generality of his saying (peace and blessings be upon him):
If anyone of you enters a Mosque, he should not sit until he has offered a tworak` at prayer.إذا دخل أحدكم المسجد فلا يجلس حتى يصلي ركعتين

As for if it is performed in the prayer ground prepared for the festival prayer, then it is prescribed not to pray before the festival prayer; because it does not have the rulings of mosques in every respect, and because there is no recommended practice (sunnah) for the festival prayer before it or after it. May Allah guide everyone to what He is pleased with, and peace be upon you, and Allah's mercy and blessings.
