Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Deputy Minister of Islamic Affairs for Mosque Affairs, with number (4932 \ 7 \ ض) and date 13 \ 4 \ 1414 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (1723) and date 17 \ 4 \ 1414 AH. The text of His Excellency’s letter is as follows:
Jamal al-Qurayawi, the imam of Shaykh Abd al-Rahman al-Dawsari’s mosque in the al-Salam district of the city of Riyadh , submitted to us the attached petition, in which he indicates that there is a need to teach the women of that district to memorize the Qur'an, by establishing a place for this purpose on a part of the land of the aforementioned mosque, as there is space available there. Upon inspection of the mosque in the field by the competent department within our organization, it was found that there is an empty space in the mosque's land on the southeastern side, with an area of (27.20 × 18.50 m), which is the location where the requested school is intended to be built, as is clear to Your Eminence from the attached sketch. Based on the foregoing, and in accordance with the directives of the High Authority in the letter numbered (4 \ 442 \ م) dated 6 \ 3 \ 1406 AH, which was based on Your Eminence’s letter numbered (1451\2) dated 17 \ 7 \ 1405 AH, stating that it is not permissible to carve out any part of the mosque's land for any purpose except after presenting the matter to the judge of the jurisdiction where the mosque is located or to the Permanent Committee for Scholarly Research and Ifta, and a decision or fatwa is issued regarding what is seen to be in the interest of the mosque – I am presenting this matter to Your Eminence’s attention for the favor
of reviewing it and issuing an order regarding what you deem appropriate for it to be implemented.
After the Committee studied it, it responded by not approving the establishment of the school and carving it out from the mosque's land; because that contradicts the endowment. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and companions.
