If they do not repent, it is obligatory to fight them (jihad) if they are disbelievers. If they are sinners, it is obligatory for the one in authority over the Muslims to punish them in a way that deters them from plotting against the Muslims and harming them. And if there is in their actions what necessitates a legal hadd (fixed punishment), it is obligatory to implement it upon them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
