Q: The organization (Rise of Islam), which publishes a magazine in Urdu under the name (Rise of Islam), is from the followers of the so-called Ghulam Ahmad Parwez — one of the imams of misguidance — who denies the Sunnah and the Islamic creed of the religion, as is clear to you from the attached paper. These are some of their evil beliefs. Since they have activity in Kuwait , and we have heard that they have activity in some other Gulf states and in Pakistan and other countries as well. Therefore, we request you to kindly issue a legal ruling so that the general
Muslims should know their true nature and not be deceived by them; for they spread ideas hostile to the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him), as well as beliefs of disbelief, and in the name of Islam, to our great regret. Your noble fatwa will have the greatest impact in extinguishing this insidious fitnah (trial, discord or temptation), establishing the truth, and destroying falsehood, if Allah wills. May the Most Generous Allah reward you with the best reward for this. We also hope that your fatwa will include the ruling of the Shari'ah regarding the Qadiyyah (Ahmadiyyah); for they also have some activities in Kuwait and elsewhere. May Allah reward you with the best reward.

A: After reviewing the beliefs and opinions of the sect called (Rise of Islam), as published by its founder ( Ghulam Ahmad Parwez ) and his followers in books and articles, and the fatwas issued by many Muslim scholars in several countries of the Islamic world regarding this sect, it became clear that this sect has gathered many misguidances, including: 1 - Denying obedience to the Messenger of Allah (peace and blessings be upon him), denying the authority of the Sunnah, and claiming that the source of legislation is the Qur'an only. 2 - Distorting the pillars of Islam in a way that contradicts the Qur'an, the Sunnah, and the consensus of the Ummah; for them, prayer, zakah, and Hajj have special meanings,
such as the interpretations of the Batini sects that have deviated from Islam. 3 - Distorting the pillars of Islam in a way that contradicts the Qur'an, the Sunnah, and the consensus of the Ummah; for them, the angels are not a real world, but rather powers deposited in creatures, and divine decree and destiny are a Zoroastrian plot. 4 - Denying Paradise and the Fire, claiming they are not real places. 5 - Denying the existence of Adam, the father of mankind (peace be upon him), and claiming his story is a play with no reality. 6 - Interpreting the Noble Qur'an by opinion and desire, and claiming that the rulings of the Noble Qur'an are temporary, not eternal. In addition to these deviant beliefs and opinions adopted and called for by this group, one of these beliefs is sufficient for this group to fall out of Islam and join the apostates, let alone the gathering of types of disbelief in them. Whoever reflects on these beliefs and opinions from among the general Muslims and their followers will find they are not the way of the believers, and that they distort what is known from the religion by necessity. Based on the foregoing: Whoever follows this group, or calls to it, or beautifies its opinions for people by any means of media, is a disbeliever who has apostatized from the religion of Islam. It is obligatory for the Muslim ruler to demand his repentance; if he repents, desists, and returns to the true Islam, otherwise he is killed as a disbeliever.
It is obligatory for all Muslims to be cautious and warn against this misguided group and other sects that have deviated from Islam, such as the Qadianis and the Bahais and the like. We advise our Muslim brothers to hold fast to the Qur'an and the Sunnah, and to follow the Companions, the Tabi'un, and those after them from the rightly guided imams who are attested to for their knowledge and religion. We ask Allah to suppress the enemies of Islam wherever they are, and to nullify their plot, for He is capable of all things. Allah is sufficient for us, and He is the best Disposer of affairs. Praise be to Allah, Lord of the worlds. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
