The first question of Fatwa No. ( 18960 )
Q1: When I was thirty years old, I began learning to read from the mushaf, and it was extremely difficult for me. I made a vow to Allah the Exalted, saying: "If I learn to read the Noble Qur'an from the mushaf and become able to read it, I will slaughter a sacrificial animal for the sake of Allah the Exalted." I did not stipulate any conditions in it; I did not specify a time or a place. Now, praise and thanks be to Allah, I am able to read the Noble Qur'an from the mushaf at a moderate level. I ask you, Your Eminence, to issue a ruling on whether I am obligated to fulfill my vow, and how I should fulfill it. May Allah reward you.
A1: You are obligated to fulfill the aforementioned vow, because it is a vow of obedience, and it is obligatory to fulfill it, based on the saying of the Prophet (peace and blessings be upon him):
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله فليطعه، ومن نذر أن يعصي الله فلا يعصه

. You should slaughter the sacrificial animal and distribute it to the poor.
