Q3: What is a vow, and what is the ruling on the fact that I vowed something but did not fulfill it, due to a lack of financial ability. In my wife's second pregnancy, I vowed that she would make a visit to the mosque of Sayyid al-Badawi, and due to financial constraints, I was unable to fulfill that vow.
A3: If the matter is as described, it is not permissible to fulfill the vow, because it is a vow of disobedience. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
