Q2: I made a vow and I fulfilled the vow, but I gave from this vow to my brothers and sisters, knowing that they are poor, so have I fulfilled my vow? Knowing that the intention was: if Allah grants me such and such, I vowed a month of my salary
A2: If you made the vow for the poor and did not specify anyone
then your poor brothers and sisters are more deserving of it than others, so there is no harm in what you did. And if you specified a type or intended it in your vow, it is not permissible to direct the vow to others. And you must compensate the poor whom you intended for what you gave to your brothers. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
