The second question of Fatwa No. ( 16062 )
Q2: A man asked me, saying: The hadith states:
A mount is not saddled (for a journey) except to three Masajid
Jami` at-Tirmidhi 326Sahih (Darussalam)
He mentioned the hadith, then said: If I went to the grave of al-Husayn or Sayyidah Zaynab solely to visit graves, and not to pray in the mosque or seek blessing from the deceased, is this forbidden?

Vol. 2 : Visiting graves without traveling is prescribed for men specifically, based on the saying of the Prophet (peace and blessings be upon him):
Visit the graves, for they will remind you of the Hereafter.
Sunan Ibn Majah 1569Sahih (Darussalam)
It was narrated by the Imam Muslim in his (Sahih). However, if it involves traveling, or is intended for seeking blessing from the graves or from those buried in them, or for praying to Allah at them, then it is forbidden; based on the saying of the Prophet:
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).
Bulugh al-Maram 5:58
, and his saying (peace and blessings be upon him):
Allah cursed the Jews and the Christians that they took the graves of their prophets as mosques
Sahih Muslim 529
, and because he (peace and blessings be upon him) cursed women who visit graves. It was narrated from Ibn Abbas (may Allah be pleased with them both) that he said:
Allah's Messenger cursed the women who visit the graves, and those who use them as Masajid and put torches on them.
Jami` at-Tirmidhi 320Da'if (Darussalam)
And in a wording from Abu Hurayrah (may Allah be pleased with him):
The Messenger of Allah (ﷺ) cursed women who visit graves.
Sunan Ibn Majah 1574Hasan (Darussalam)
Based on what has preceded, if you travel to visit the grave of al-Husayn and Zaynab , it is not permissible. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
