He swears not to commit a wrong, then commits it

The first question of fatwa number ( 7075 )
Q 1: There is a man who used to commit a wrong, knowing that it was a wrong. Every time he committed it, he would swear that he would not return to doing it, but he would not be long before he returned to it. Then he swore one oath, saying: "By Allah, I will never return to committing this wrong again," but he did not stop it. The question is: What is the expiation for this man, given that he is unable to feed or clothe people? In other words, does he have to fast three days for every oath, or does he fast three days only, or how is the expiation? It is also known that he does not know how many times he swore, nor how many times he committed this wrong after the perpetual oath.
Volume 1: If this person swore by Allah once that he would not return to committing this evil, and then he returned to it once or several times, he owes one expiation. Likewise, if he swore by Allah several times that he would not return to it, and then he returned to it once or several times before making expiation, he owes one expiation. However, if he swore by Allah that he would not return, then he returned and made expiation, then he swore again and returned and made expiation... and so on, he owes expiations equal to the number of times he broke his oath. If he does not know the number, let him make expiation according to what he believes to be most likely. The expiations for the person mentioned are: fasting for three days; due to the inability to feed, free a slave, or clothe that you mentioned.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
