The second question of Fatwa No. ( 15038 )
Q 2: What is the ruling on using singing to praise Allah the Exalted, and composing melodies for the Qur'anic verses in order to attract non-Muslims to enter Islam, and to warn Muslims against falling into sins?
A 2: This action is not permissible for the following reasons: 1 - Singing is forbidden; because it is part of the frivolous talk about which Allah said:[Luqman 31:6] and He threatened whoever does it with painful punishment.
2 - The mosque is kept pure from the commission of sins, and singing is a sin, and the mosque was built for the remembrance of Allah (Mighty and Majestic). 3 - And more severe in prohibition is: composing melodies for the Noble Qur'an with the tunes of singing; because in this there is a degradation of the Noble Qur'an, and making it part of the songs intended for entertainment. 4 - As for calling non-Muslims to Islam and calling the sinning Muslims to repentance, that is an obligatory matter, but it is to be done through the prescribed means, not through the innovated and forbidden means.
