Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. Having reviewed the matter, the Permanent Committee for Scholarly Research and Ifta has examined what was sent to His Eminence the Grand Mufti from the questioner, Abdullah ibn Sarahid al-Fada', the head of the Commission for Promoting Virtue and Prohibiting Vice in Hail, and referred to the Committee by the General Secretariat of the Council of Senior Scholars under number (3277) and date 18/6/1420 AH. The questioner asked the following: Attached is a set of papers containing some Qur'anic verses, supplications, and amulets, etc. They are titled "The Great Amulet of our Master, Shaykh Muhammad Ibrahim al-Abath." These papers are circulated by many non-Saudi people of various levels in some
hospitals and the like. We hope Your Eminence will kindly clarify the creedal violations and the like contained in these papers so that we may issue a general warning against them with full knowledge of the matter.

After studying the inquiry, the Committee responded: Upon examining the aforementioned papers, it became clear that they contain many religious violations that are not permissible to approve or distribute among people, as they include innovations, acts of shirk, and strange phrases. Among these is the statement: "Then you say in a voice lower than your own, reciting the Qur'an, then you say in a low voice." Specifying the voice in this manner has no evidence. In the statement seeking refuge from the evil of creatures and the red wind, specifying this type of wind has no evidence, because the Prophet (peace and blessings be upon him) sought refuge from the evil of the wind in general. The statement seeking refuge from the evil of darkness: "And the seal of Sulayman is between their shoulders." Seeking refuge in a created being, such as the seal of Sulayman or others, is shirk. The statement: "Ha-Me seven times, Ha-Me-Sa-Qa they prevail, Ha-Me 7 times Ha-Me the command." This form of supplication has no evidence. The statement: "The covering of the Throne is spread over us." This is an innovation in supplication; if one said "The covering of Allah" instead, that would be correct.
The statement: "And Allah is behind them encompassing them, but it is a glorious Qur'an in the Preserved Tablet, seven times, O Gharah, my speed is swift in untangling our knot." This is supplication to other than Allah, so it is major shirk. The statement: "In the name of Allah, our son, Blessed is Allah, our walls, Ya-Sin our roof, Kaf-Ha-Ya-'Ayn our sufficiency, Ha-Me-Sa-Qa our protection." This is an innovated supplication. The statement: "We are in the care of Allah and His Messenger." This is shirk, as it associates the Messenger with Allah. Likewise, the statement: "Allah and the Prophet are sufficient for us," and the statement: "We are strong by Allah, and by the Prophet, by whom our victory is strengthened." The statement: "Protect, I have protected, calm, I have calmed." These are unknown, shirky phrases. The statement: "And set up for us the canopies of your Throne." This is an innovated phrase. The statement: "By the status of your chosen Prophet." This is an innovated means of seeking nearness to Allah. The statement: "I protected one who is not expected to be protected due to his affiliation with the best, the excellent, and the chosen, so I said: And among the jinn are those who dive for him and do work beyond that, and we were their protectors. How about us, since we have affiliated ourselves with your most beloved and your chosen one, to whom you said: It is not for Him to punish them while you are among them..." to the end of what he said regarding innovated means of seeking nearness to Allah and interpreting verses other than their meaning. He concluded what is in these papers by mentioning the characteristics of what is mentioned in them and what
is obtained by one who recites the remembrances therein, with promises that have no evidence from the Book or the Sunnah. His aim is to encourage attachment to them and their spread among people. Therefore, it is obligatory to prevent the distribution of these papers and similar suspicious pamphlets whose promoters intend to change the creed of tawhid (the oneness of Allah) and to attach people to superstitions, innovations, and illusions. It is also obligatory to destroy any copies found in people's hands and to punish those who work to distribute and promote them, in order to protect the creed of tawhid from what undermines it and to protect Muslims from the corruption of their beliefs and the misguidance of their understanding. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
