Q 6: Is it permissible to deceive in order to avoid paying the electricity bill
or the water, or the telephone, or the gas, or the like of these? Knowing that most of these matters are handled by joint-stock companies owned by the general public

A 6: It is not permissible; because it involves consuming the wealth of people unjustly, and failing to fulfill a trust. Allah the Exalted said:
Indeed, Allah commands you to render trusts to whom they are dueإِنَّ اللَّهَ يَأْمُرُكُمْ أَنْ تُؤَدُّوا الأَمَانَاتِ إِلَى أَهْلِهَا
[An-Nisa 4:58]
, and He said:
O you who have believed, do not consume one another's wealth unjustly but only [in lawful] business by mutual consent. And do not kill yourselves [or one another]. Indeed, Allah is to you ever Merciful.يَا أَيُّهَا الَّذِينَ آمَنُوا لاَ تَأْكُلُوا أَمْوَالَكُمْ بَيْنَكُمْ بِالْبَاطِلِ إِلا أَنْ تَكُونَ تِجَارَةً عَنْ تَرَاضٍ مِنْكُمْ وَلاَ تَقْتُلُوا أَنْفُسَكُمْ إِنَّ اللَّهَ كَانَ بِكُمْ رَحِيمًا
[An-Nisa 4:29]

Q 7: Some young men use lost telephone cards belonging to Americans, or use secret numbers belonging to Americans, in order to transfer the telephone bill to the Americans' accounts, and this is, of course, without the permission of the owners of these cards or numbers. What is the ruling on this?
A 7: It is not permissible, just like the previous one. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
