Q 2: I hope you will inform us of the Islamic ruling on men clapping in times of emergency, or when something happens that delights them and they are pleased with it, such as in scouting groups or the like.
J 2 : If something happens that pleases a person and brings him joy, he should glorify Allah, magnify Him, praise Him, and thank Him for His blessings, hoping for more of His good. If he is impressed by a person's speech, advice, or beautiful recitation, and people mention him as an example, let him praise him without exaggeration, make du'a for him, and encourage him to do good. Men should not clap when something happens to them in prayer or otherwise, for clapping is for women, and the Prophet (peace and blessings be upon him) guided us to that in general terms. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
