Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after that:
The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable director of the Cooperative Office for Da'wah and Guidance in al-Madīnah , and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (675) and date 10/2/1416 AH. The questioner asked a question, the text of which is as follows: People ask frequently about this, especially merchants at this time, what is called the mannequin, which is a full female figure without a head , placed by shop owners to display women's clothing on it. It is observed that it causes fitnah (temptation) for young men because the shape of the woman is prominent in it, from the chest to the waist. What is your opinion regarding it, and is it permissible for the members of the Commission to prevent these things? Please issue a ruling, may Allah reward you.

After the Committee studied the question, it answered that if the matter is as described, then making this image and using it is haram (forbidden); because of the fitnah (temptation) it contains; because it represents the woman's parts and the beauty of her body, and because that is a means to using the complete image. Therefore, it is obligatory to prevent the installation of this image in the shop. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
