The first question of Fatwa No. ( 10910 )
Q1: I am a young man of about eighteen years old, suffering from a disease called hemorrhoids , may Allah protect us from it. It is a well-known condition consisting of blood vessels that sometimes bleed, usually during defecation. I have been suffering from this disease for about three years. It is said that as the person with this disease gets older, these vessels will lengthen, and the person will become like a beast, may Allah protect you, and will not be able to withstand a surgical operation.
I do not want, if Allah wills, to undergo an operation voluntarily, because I would have to expose my private parts to the doctor. As you know, and Allah knows best, the Messenger of Allah (peace and blessings be upon him) said in a hadith, to the effect: “May Allah curse the one who looks and the one who is looked at.” What do you say about this? However, in case of necessity, there is no harm. But I am trying with all my might not to undergo a surgical operation. What is the treatment for this disease in the guidance of the Prophet (peace and blessings be upon him)?

A1 : We advise you to undergo the operation; based on the saying of the Prophet (peace and blessings be upon him):
There is a remedy for every malady, and when the remedy is applied to the disease it is cured with the permission of Allah, the Exalted and Glorious.لكل داء دواء، فإذا أصيب دواء الداء برأ بإذن الله - عز وجل

and his saying (peace and blessings be upon him):
so treat yourselves medically, but use nothing unlawfulعباد الله تداووا، ولا تداووا بحرام

. As for the hadith you mentioned, it has no basis from the Prophet (peace and blessings be upon him). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
