Machine translationRead the Arabic original
The questioner: His EminenceThe Shaykh- May Allah preserve you - what is the ruling on the prayer of one who suffers from hemorrhoids? And is it permissible for him to pray at home, given that the bleeding never stops? I ask for clarification, and may Allah reward you with good?

The Shaykh: He prays as he is, after performing wudu' for each prayer, and not at the time of every prayer according to the correct view. It is not permissible for him to pray in the house, but he must pray in the mosque if he is able to go to the mosque and has no excuse for praying at home; so he must pray in the mosque and perform wudu' for the prayer after the time has entered, not before the time has entered.

The questioner: ... the day before the khutbah or before the prayer?

The Shaykh: No, before the khutbah; and he is excused in any case; because attending the khutbah is part of the completion of the prayer on Friday.
Yes.
