Q: I was promoted three months ago to work in the disbursement of salaries for the employees of the administration I work for. I found it difficult to disburse the halalas that are above the salary, especially since they are not available in the required quantity. As a result, I have a surplus of between 300 and 500 riyals. I gave it in charity the first time to one of the needy employees in the administration, the second time I divided it between my grandfather and one of the needy, and the third time it is still with me, awaiting your fatwa. May Allah preserve you.
A: As for what has passed, it is obligatory for you to pay the mentioned amounts to their rightful recipients, unless they allow you to give it in charity on their behalf. In the future, you must go to the Saudi Monetary Agency and obtain halalas from them, keep them with you, and pay them to the recipients as part of their salaries. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
