Intentional murder does not require expiation

Fatwa number ( 11653 )
Q: Sixty years ago, I committed the act of killing a person in retaliation for his uncle , and at that time I was young and reckless, not knowing or appreciating
the gravity of that act. In fact, it was instigated by a group of people who spoke ill of the deceased, saying that you were deficient because your uncle died without receiving his due. I was driven to this act and was imprisoned with other individuals on the charge of this case for three years, along with the payment of blood money by all of us. I then spent five years outside the region, both by my own choice and out of fear. The person mentioned wishes to return to Allah the Exalted and seeks a legal ruling regarding what is incumbent upon him from Allah the Exalted. As for the private rights, they were settled approximately sixty years ago. Therefore, we ask Allah the Exalted to have you issue whatever legal ruling you deem appropriate, or from any other authority you see fit. This is the end, and peace be upon you.
A: You must repent to Allah, Glorified and Exalted is He, for the intentional murder you committed. As for expiation, nothing is required of you; because it is not obligatory in intentional murder according to the correct opinion of the scholars. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
