The Shaykh : As for intentional killing, there is no expiation for it, because it is too great for a person to be absolved of it by an expiation. There is in it only the saying of Allah, Mighty and Majestic:[An-Nisa 4:93] The expiation is only for accidental killing, due to the saying of Allah, Blessed and Exalted is He: [An-Nisa 4:92] until He said: [An-Nisa 4:92] So the expiation for accidental killing is that the killer fasts two consecutive months, not breaking the fast in between except for a valid legal excuse. If he breaks the fast for even one day without a valid legal excuse, he must repeat the two months, because Allah, Blessed and Exalted is He, has made consecutiveness a condition for them. If he is unable to fast, he owes nothing, due to the saying of Allah, Blessed and Exalted is He: [At-Taghabun 64:16] and His saying: [Al-Baqarah 2:286]. And among the established principles among the scholars of knowledge is that there is no obligation in the case of inability. We only said that if he is unable to fast, he owes nothing, because Allah, Blessed and Exalted is He, did not mention this rank in the expiation for killing; He only mentioned two ranks: freeing a slave, or fasting two consecutive months. This is unlike zihar, in which Allah, Blessed and Exalted is He, mentioned three ranks: freeing a slave, and if he does not find one, then fasting two consecutive months, and if he is unable, then feeding sixty poor people.
And on this occasion, I warn our brothers who drive cars against recklessness in driving and lack of care. You find one who violates the traffic regulations he knows and does not observe them or care about them. You find him speeding when driving inside the town, stopping without a stop signal, and turning right or left without a signal that he will turn, which poses danger to himself and others. Let him know that the expiation is not waived if the awliya (guardians) of the killed person forgive the blood money, as some of the common people think. This is because the expiation is a right of Allah, and the blood money is a right of the human being. If the human being waives his right, he does not have the authority to waive the right of Allah, Blessed and Exalted is He. So the expiation remains upon him. The expiation multiplies with the multiplication of the killed persons. So if he kills two people and they die, he is obligated to fast four months, each two months being consecutive. And if he kills three, he is obligated to fast six months, and so on, two consecutive months for every soul.

But whoever kills a believer intentionally - his recompense is Hell, wherein he will abide eternally, and Allah has become angry with him and has cursed him and has prepared for him a great punishment.
وَمَنْ يَقْتُلْ مُؤْمِنًا مُتَعَمِّدًا فَجَزَاؤُهُ جَهَنَّمُ خَالِدًا فِيهَا وَغَضِبَ اللَّهُ عَلَيْهِ وَلَعَنَهُ وَأَعَدَّ لَهُ عَذَابًا عَظِيمًاAnd never is it for a believer to kill a believer except by mistake. And whoever kills a believer by mistake - then the freeing of a believing slave and a compensation payment presented to the deceased's family [is required] unless they give [up their right as] charity
وَمَا كَانَ لِمُؤْمِنٍ أَنْ يَقْتُلَ مُؤْمِنًا إِلَّا خَطَأً وَمَنْ قَتَلَ مُؤْمِنًا خَطَأً فَتَحْرِيرُ رَقَبَةٍ مُؤْمِنَةٍ وَدِيَةٌ مُسَلَّمَةٌ إِلَى أَهْلِهِ إِلَّا أَنْ يَصَّدَّقُواAnd whoever does not find [one or cannot afford to buy one] - then [instead], a fast for two months consecutively, [seeking] acceptance of repentance from Allah.
