Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions. As for what follows: The Permanent Committee for Scholarly Research and Ifta has reviewed the question submitted by the Director of Islamic Awareness for the Armed Forces, the Shaykh Muhammad ibn Nasir al-Ja'wan, to His Eminence the Grand President, which was referred to the Committee under number (1356) on 1/8/1401 AH. The text of the question is: We have received many inquiries regarding the cologne sold in the markets at low prices, which is consumed by those who drink intoxicants. It contains a substance called methyl alcohol in varying proportions, and some of it
reaches 88%, and all types of it are licensed by the Ministry of Commerce. The matter is extremely dangerous, and it is khamr (intoxicants). In fact, one who wishes to become intoxicated by it cannot drink it unless other substances are added to it, due to the strength of the intoxicating substance in it. I am forwarding to you one of the memoranda we receive, along with a report from one of the doctors on this subject. We ask Allah to help you in taking a swift solution to prevent these poisons from the lands of the Muslims, and to inform us of what you see fit regarding it so that we may publish it in our work departments. May Allah reward you. Peace be upon you and the mercy of Allah and His blessings.
responded as follows: If the cologne, along with the alcohol it contains, reaches the degree of intoxication by drinking a large amount of it, then it is forbidden to keep it, whether in small or large quantities, and it is obligatory to pour it out and destroy it because it is khamr (intoxicants). It is established from the Prophet (peace and blessings be upon him) that he ordered the Muslims to pour out the khamr (intoxicants) they had when the words of Allah the Exalted were revealed:[Al-Ma'idah 5:90-91]
And since it is established from the saying of the Prophet (peace and blessings be upon him):Jami` at-Tirmidhi 1865Hasan (Darussalam) Accordingly, it is forbidden to drink it or to use it for perfumery or purification. However, if it does not reach the degree of intoxication by drinking a large amount of it due to the alcohol contained in it, then it is permissible to buy it, possess it, and use it for perfumery and purification; because the original ruling is permissibility until evidence is established that transfers it from that. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.

(90) O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allah], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful. (91) Satan only wants to cause between you animosity and hatred through intoxicants and gambling and to avert you from the remembrance of Allah and from prayer. So will you not desist?
يَا أَيُّهَا الَّذِينَ آمَنُوا إِنَّمَا الْخَمْرُ وَالْمَيْسِرُ وَالأَنْصَابُ وَالأَزْلامُ رِجْسٌ مِنْ عَمَلِ الشَّيْطَانِ فَاجْتَنِبُوهُ لَعَلَّكُمْ تُفْلِحُونَ (90) إِنَّمَا يُرِيدُ الشَّيْطَانُ أَنْ يُوقِعَ بَيْنَكُمُ الْعَدَاوَةَ وَالْبَغْضَاءَ فِي الْخَمْرِ وَالْمَيْسِرِ وَيَصُدَّكُمْ عَنْ ذِكْرِ اللَّهِ وَعَنِ الصَّلاَةِ فَهَلْ أَنْتُمْ مُنْتَهُونَAnd since it is established from the saying of the Prophet (peace and blessings be upon him):
Whatever a lot of it intoxicates, a little of it is unlawful.
