Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed the letter sent to His Eminence the Grand Mufti from His Excellency the Assistant Head of the Courts of al-Hasa Province, Shaykh: Ibrahim ibn Muhammad al-Husayn , bearing number (2544 \ 1) and dated 8 \ 9 \ 1419 AH, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, bearing number (5829) and dated
23 \ 9 \ 1419 AH, and His Eminence requested a review of the letter "addressed to him from His Eminence the Judge of the Grand Court in al-Ahsa Shaykh: Muhammad ibn Sulayman al-Sa'id, regarding the petition submitted by the one called: Ali ibn Sa'd ibn Ali al-Musaylim, in which he requests changing the name of the ward named: Ghassan 'Abd al-'Aziz ibn 'Abd Allah Muhammad. And in His Eminence's attached letter, it states: (Regarding the complete papers of the transaction referred to us by you with number (40 \ 3) on 26 \ 8 \ 1419 AH, concerning the petition submitted by: Ali ibn Sa'd Ali al-Musaylim, in which he demands changing the name of the ward Ghassan 'Abd al-'Aziz ibn 'Abd Allah Muhammad, based on the document issued by this court, with number (46 \ 9), on 23 \ 7 \ 1417 AH, a copy of which is attached to the transaction, to Ghassan Ali 'Abd Allah Muhammad, given that his name is: Ali al-Musaylim, and he wishes the ward's name to be Ghassan Ali 'Abd Allah Muhammad, to alleviate his suffering). And since the circular of the Minister of Health's representative, number (71 \ 6 \ 31) on 13 \ 3 \ 1404 AH, a copy of which is attached to the transaction, based on the fatwa of His Eminence Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz (may Allah preserve him), stipulates that the names of these individuals be from four names, the first being a proper name, the second and third indicating servitude, and the fourth a proper name, I hope you will write to His Eminence the Grand Mufti of the Kingdom of Saudi Arabia
(may Allah preserve him) to inform us whether there is anything preventing the change of the custodied child's name so that his second name is a proper name (Ghassan Ali 'Abd Allah Muhammad), asking Allah to grant His Eminence assistance and success. May Allah protect you and care for you. And peace be upon you and the mercy of Allah.

After the Committee's study of the inquiry, it answered: that the name of the ward, Ghassan 'Abd al-'Aziz ibn 'Abd Allah Muhammad, should remain as it is without modification, based on the fatwa issued in such a case by His Eminence the Grand Mufti of the Kingdom, mentioned above, and because modifying the ward's name as mentioned gives the impression that the guardian is his father, causing confusion in that, and opening the door to adoption, which is prohibited by the Shari'ah. The ward or others may, after a long time, assume that the guardian is his father in the Shari'ah, leading to claims of descent from him, resulting in the mixing of lineages. This would be a means for personal desires and interests, and committing what Allah has forbidden, thereby causing harm and corruption. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
