Fatwa number ( 18675 )
Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable Director of the Branch of the Presidency of the Commission for the Promotion of Virtue and Prevention of Vice in the 'Asir region, bearing number (891 \ 9\ 24) and dated 21\2\1417 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (1246) and dated 29\2\1417 AH. His Excellency asked a question, the text of which is as follows: We are sending to Your Eminence, along with what we received from the Head of the Commission for the Province of Bisha in his letter number (65 \ 22) dated 3\1\1417 AH, which states that there is a doctor of Bangladeshi nationality named ( Muhammad Khair al-Anam Tufail Ahmad ), hoping for your review and guidance on whether it is necessary to change the name of the aforementioned person or not?
After studying the inquiry, the Committee responded that it is obligatory to change this name (Khair al-Anam) to a name that is permissible in the Shari'ah; because this title is specific to the Prophet Muhammad (peace and blessings be upon him). And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
