Q1: Many of our brothers in Europe are married, and they live in Europe while their wives are in their home countries, far away from them, for a year or two or
more, and they provide for them, and the wives may waive their right to maintenance. They are able to bring their wives to live with them, but they fear for their safety if they remain alone in the house while they are working at night or during the day. One of them may have children, and if one of them falls ill, the mother may have to take them to the doctor, but she does not know the language of that country. She fears for herself if she goes to the doctor alone because of the corruption of morals among the people there. Is it permissible for the husband to boycott his wife for this entire period and why, for the main reasons mentioned above?

First: A Muslim should live among Muslims, seek his livelihood among them, and pursue knowledge from their scholars; in order to preserve his religion and that of his family from the trials of disbelief and moral corruption. If he is compelled by circumstances surrounding him or his community to work or seek knowledge in non-Islamic lands, a dispensation is granted to him for that, and it is obligatory for him to maintain the rituals of his religion and his morals, and to fulfill his duty toward those whom Allah has placed under his care. Second: If those he supports, such as his wife, children, parents, and the like, are content with his prolonged absence from them, it is permissible for him to do so, whether he provides for them or they permit him to do so and waive their right to his financial maintenance due to their wealth and having sufficient means of livelihood. If they are not content with his prolonged absence and there is a fear of their being neglected,
it is not permissible for him to be absent from them. Rather, he must take them with him if he is able to do so, provided there is safety for them and protection from trials and corruption, or he must live with them in the lands of Islam, seeking safety and preserving himself and his family from trial in their religion, worldly affairs, and morals. The wife, in particular, has the right to demand her legal right to return to her if her husband refuses to return to her. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
