The fifth question of Fatwa No. ( 6582 )
Q5: What is the ruling in Islam regarding a young man who refuses marriage because of high mahr, and the inability to provide financial support?
A5: If his situation is as described, namely the inability to afford the mahr and provide for his wife, then he is excused. He should fast to gain protection for his private parts and chastity from committing fornication. However, if he is able to afford the mahr and financial support but refuses to marry, he is in opposition to Allah and His Messenger (peace and blessings be upon him). For he (peace and blessings be upon him) said:Mishkat al-Masabih 3080 Narrated by al-Bukhari and Muslim . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting, for it is a means of suppressing sexual desire.
