If one misses the Fajr prayer in congregation, does he begin with the rawatib or the obligatory prayer?

Machine translationRead the Arabic original
The questioner : If he comes after the congregation has prayed the obligatory prayer, and he is praying alone, does he perform it first or delay it?

The Shaykh : He performs it first. He performs the rawatib of Fajr before Fajr, because the rawatib of Fajr is performed before it.

The questioner : Even if it is after the time has passed?

The Shaykh : Yes, even if it is after the time has passed. Because it is established in the authentic hadith regarding the story of the Companions (may Allah be pleased with them) sleeping through the Fajr prayer until the sun had risen, with the Messenger (peace and blessings be upon him) with them. The Prophet (peace and blessings be upon him) ordered Bilal to give the adhan, then he prayed two rak'ahs, the rawatib of Fajr, then he prayed Fajr as he used to pray it every day.
